Fall of 2002, a fatal shooting marks the beginning of three-weeks of terror in the Washington, D.C. area. It is the work of a serial sniper, who eventually kills ten people and injures three others. All victims are shot while going about their daily business. The randomness of the shootings causes widespread fear. The Final Report gets inside the story and asks tough questions about the investigation, media coverage, and ultimately how two people could cause such terror around our nation's capitol.
